RULE 1:
The general rules are that you respect other members, keep cursing to a minimum, and obey the staff. You know, the basic character-based rules of almost any forum/board out there. They're easy to follow, and if you don't follow them, I'll call you a bad person with no morals and kick you out.
RULE 2:
In creating an original character, please don't make them the greatest person in the world, or the most miserable person in the world. No one's going to worship your character as much as you might, nor are we going to throw pity parties every time your character remembers its horrible past.
RULE 3:
One character per account. Use the character application when making your character, and do not post unfinished applications.

RULE 4:
Make good sized posts please. At least two hundred words, or two good sized paragraphs. Pay attention to grammar and spelling. The spell check is there for a reason, don't take it for granted. You can be in as many threads as you want (liquid time) as long as you can keep track of them.
RULE 5:
Mature content is NOT allowed in threads. If you are going take the liberty to put something that is considered mature content in a thread, it will most likely result in a ban. If you really need to do that, take it to the PM's. Keep in mind that posting mature content is a violation of the proboards terms of service, and risks getting the site taken offline. You don't want that to happen.
RULE 6:
There is positively no god-moding or powerplaying. People like to control their own characters, and really don't care about controlling yours. If you have that many problems with control, seek counseling. Both powerplay and god-moding are intolerable, and will get you banned.
RULE 7:
As to fighting in character: if you are planning on your characters getting in a scuffle, make sure that you either plan it or discuss it with the other player beforehand. A character only dies if the player of said character agrees to it. Your character can't dodge every time, nor can they hit every time. Get over it. If you need a ref for your fight, one of the staff will decide the winner through poll or roleplay skill.
